Forecasted or observed wave heights of 4.0m or higher, or wind speeds exceeding 12.0m/s
Sudden weather changes caused by unstable atmospheric conditions
Any situation deemed unsafe by staff on-site, regardless of official forecasts

【Due to Participant or Guide Conditions】

Behavior that poses a safety risk or failure to follow instructions
A participant experiencing serious illness or a sudden change in physical condition during the tour
The guide being unwell and unable to safely lead the tour
